One of many outcomes from each WWC are the plenary resolutions. These resolutions are important as the voice of the WWC, and are elements in the delegate’s tool kit as they communicate their issues in the post-Congress period with integrity and discretion. Please note that the WWC is a public environmental forum and conservation project, not a legally constituted entity or membership organization.
If you wish to submit a resolution for consideration, you must follow the process, form and criteria detailed below. For examples of previous resolutions, go to http://www.8wwc.org/resolutions.htm 

Process and Timeline
(1) Resolutions Committee: The resolution process is the responsibility of the Resolutions Committee, whose members:
a. review all submitted resolutions and determine their eligibility for consider­ation based on the criteria, form and process described below;
b. clarify details, as necessary, with the proposers;
c. determine if there is sufficient consensus;
d. compile the list of final resolutions for adoption; and
e. identify those resolutions (if any) that require a voice vote.

(2) Timeline:
Submissions

  • 1–5 Nov—Resolutions submitted via email to resolutions@wild9.org  
  • 6 Nov through 10 Nov—Resolutions submitted by email or hard copy (with E version on CD or flash drive) to Secretariat office in CC
  • Final deadline for submission: Monday 9 Nov, 6 pm

Committee Review
• Tuesday, 10 Nov—Wednesday 11 Nov—Committee determines eligibility, requests clarification, interviews proposers (if necessary)
Public Comment
Draft resolutions posted on line and notice board, Wednesday 11 Nov, 8pm

  • Thursday, 12 Nov, 2pm —deadline for delegates’ major concerns/objec­tions, submitted in writing to the Secretariat Office at Siglo XXI CC.
  • Friday 13 October, 10am—final resolutions posted on line and on notice board

Plenary Presentation
• Friday afternoon, 13 November—final resolutions presented to plenary. Resolutions will be adopted as a group, by acclaim. If significant concern or protest exists as deter­mined by the Resolutions Committee on specific resolutions, the Committee will refer those resolutions to the plenary under the following procedure:
a. 90-second presentation by proposer
b. 90-second summary of the no vote by one delegate
c. Adoption or refusal by acclaim. If necessary, a hand vote is taken.
•  Saturday, 14 November, evening —final resolutions posted on the web
(Resolutions submitted between 11-13 Nov may be considered by the Committee at their own discretion)

Criteria
Resolutions submitted for consideration must comply with the following:

  • Address only matters presented at WILD9 plenary or concurrent session
  • Non-condemnatory and offering a positive solution, model, or answer
  • Proposed by one person and seconded by two, all of whom must be registered WILD9 delegates
  • Avoid generalities or vague references. All calls for action or financial support must name specific organizations where such financial support or action should be taken. Example—Not acceptable would be “ XX government needs to spend 30 billion dollars on global warming mitigation.”
  • Must be submitted according to timeline, criteria and form

Form

  • TITLE (must address an issue or project discussed in WILD9 plenary or con­current session)
  • WHEREAS—brief statement of relevant details on the specific issue, project, proposal, etc. addressed by the resolution
  • THEREFORE—brief general statement or two about what WILD9 says about the issue             (congratulations, commends the good work of, urges new direction, etc)
  • RESOLVED—a short statement or brief targeted list of recommended actions, by whom, on what timeline
  • PROPOSER—Name of WILD9 delegate proposing the action, with organization (if applicable), and permanent contact information (including email) and contact information duringWILD9
  • SECONDERS—same information for twoWILD9 delegates who act as seconds for this resolution.

Resolutions Committee
